Position: Quality Service Analyst

Classification/Salary:
Social Program Officer (Growth to R24) / $24,203 to $32,026 annually

The Program - Community Living British Columbia [CLBC] funds the delivery of support and services to adults with developmental disabilities and their families throughout British Columbia. CLBC staff strives to adhere to the corporate vision of adults leading ‘Good lives in welcoming communities’.

The Role – Analysts are responsible for representing CLBC as the primary point of contact for service providers. They perform the lead role in negotiating contracts, with manager approval, reviewing and monitoring contracts for service quality according to CLBC requirements, developing and approving new resources, managing service requests and ensuring crisis response systems and resources are available. Analysts are responsible for negotiating costing details and developing support and service contracts as well as the subsequent ongoing monitoring and evaluation of the services being provided for all agreements (i.e. both contract compliance by service providers as well as quality and appropriateness of services being provided). Analysts review individual support plans when CLBC funding is requested, allocate funded supports and develop CLBC funded services. Analysts work together as a team to identify and resolve systemic issues and service gaps. They also perform an active role in the allocation and management of local budgets to ensure the equitable, consistent and portable allocation of resources. The safety, security and well being of adults and their families is paramount.

Qualifications –Business related Bachelor’s degree preferably with human services orientation or work experience, OR a combination of 10 years equivalent education and experience. Experience working in Community Living field with adults with developmental disabilities and their families is preferred. Transportation arrangements must meet operational requirements of CLBC. Use of own vehicle on expenses. Successful applicants are subject to a Criminal Record Check (Criminal Records Review Act) and are required to provide a clean Driver’s Abstract.

Aboriginal Relations Coordinator Responsibilities

Reports to: Ministry’s JobFest Subject Matter Expert

Aboriginal Relations

  • Under the direction of the JobFest Subject Matter Expert, responsible for establishing contacts with Aboriginal organizations and communities (mainly First Nations and Métis, and including urban Aboriginal organizations) and for keeping records about contacts, interviews, referrals and outcomes.
  • Assists with activities related to preparation for the JobFest Kick-off Event (Aboriginal Youth Conference, March 20-23, 2012, Nanaimo) and other Aboriginal events.

Other Related Duties

  • Assists with activities related to the organization of information materials, as assigned by the JobFest Subject Matter Expert.
  • Conducts research (cross-government) of existing and planned career planning and job search tools, materials, websites, events, etc. for possible inclusion in the JobFest program.
  • Contributes to content for the internal stakeholder newsletter.
  • Under the direction of the JobFest Subject Matter Expert, responsible for the overall maintenance of the project stakeholder spreadsheet, consisting of multiple worksheets with information about contacts in tour stop communities across the province.
  • Under the direction of the JobFest Subject Matter Expert, responsible for aligning the JobFest Stakeholder List with the overall R&I Measures Stakeholder List, which contains contacts for all R&I projects.
  • Other related duties as required, for example, those related to evaluation and marketing.

Qualifications/Experience

  • Bachelor’s degree or college diploma preferred.
  • Experience with Aboriginal programs and/or services.
  • Experienced user of Microsoft Office (mainly Word and Excel).

Knowledge, Skills and Abilities

  • Excellent interpersonal and verbal communication skills
  • Ability to contact people, plan and research, and prepare materials for distribution.
  • Excellent writing and ability to synthesize information into a concise, easily understood format
  • Ability to apply analytical, writing and editing skills to a variety of documents.
  • Skilled in Web research and information scanning
  • Must show initiative and good judgment. Decision-making and problem-solving skills are also important.

This is a full-time position, to start in January 2012 (date TBA) and run to November 2012 (end date is flexible).
